HTML (for the most) is a static language and cannot do that. CSS can achieve some interaction and motion, but scripts (JavaScript and or server side script) are required to do most of the heavy work. Ajax is by far the most impressive because it can transform or add seamlessly. PHP/MySQL is the easiest option.
