Scrollable Frames are not supported in EPUB (Fixed Layout) Export 'out-of-the-box' as far as I know, however you can probably create a similar effect using Edge Animate, and place this into your InDesign document.
Of the top of my head only the following are supported for Fixed Layout EPUB export:
- Audio & Video
- Hyperlinks
- Slideshows
- InDesign animations as well asEdge Animate placed animations
- Navigation buttons
- Page transitions
