You are not alone. I have exactly the same problem here!
In addition, have I tried to buy another licence (both single app and cloud) with only leads to an error telling that I already have a subscription for creative cloud and you need another adobe ID to sign up for one more.
Furthermore, I have try to uninstall and deleting everything from adobe, including all keys in the windows register. After a reboot I installed everything again, only to face the same problem.
Last but not least, I found a guide describing the problem and where they suggested to change the language settings in creative cloud to English (international). The only thing that happen after I did that was a re-install since every installed apps just diapered in creative cloud.
Fortunately, I still have 26 days to fix the problem...
