I expect they will say to use the 200% UI fudge. The one that turns your 4K monitor into a 1K monitor.
Photoshop on Windows may well catch up with Mac systems, but it will only be with Photoshop CC, and possibly only with Windows 10. Meanwhile, do the research, and buy the best tool for the job. As I mentioned in another post today, you can always move the Photoshop UI to second, more sensibly sized, monitor, and just have the document window on the main 4K screen, but that wouldn't work for me. I have all my main panels open on the second monitor, but I like to have a heavy use panels as close to the document window as possible. I do that by having a second vertical tool bar on the righ edge of the main screen, with collapsed icons.
