Not sure if the following is applying to your particular Premiere Elements burn to Blu-ray disc format on Blu-ray disc, but maybe review the following
and the possible effect on the results with and without a check mark next to Fit Content to Available Space in the burn dialog - especially with Space Required less than about 23 GB.
