If you still have the old computer your activation credentials are still on it if you did nor reformat the system disk. You can reinstall Photoshop on it and it will install activated. You can then deactivated it.
You do not need a DVD on your new computed to install Photoshop. You can network share your old computers DVD or download Photoshop installer into you new computers disk. You will need an available activation to activate the install. If you no longer have the old machine and can not deactivate it. If you did not use your two activations you may be able to activate your new machine. If you have no available activation available you will need Adobe support help to deactivate your old machine's activation. Chat assistances is available. Adobe Phone assistance is also available however Phone communication is becoming harder and harder. This is a problem for me as I can not type.
Element is not as expensive as Full Photoshop you may have an easier time just getting newest version of Photoshop Elements. You can also ask your question in that forum Photoshop Elements
