You must first install the Hebrew or Arabic support, then select it under Photoshop Preferences.
In the Creative Cloud Desktop app, go to the Gear icon in the upper right, choose Preferences.
In Preferences, under App tab, choose Hebrew or Arabic under App Language to install the language pack.
Photoshop will then have a "Install" or "Try" button. Click on that to install. Close the Creative Cloud App when the install is finished.
In Photoshop: Edit > Preferences > Interface > UI Language > Choose either Hebrew or Arabic and restart Photoshop.
