I am afraid what you are describing is totally different from the the problem stated in this discussion.
There seems to be an immediate crash of the Organizer while attempting to open it after the 13.1 update.
Some of the posters have probably tried the solutions in this paper, without success:

I suspect that there is a real problem with preferences and my advice would be to reset preferences before running the 13.1 update, even if not asked for it.
In your case, the crash during the import looks like a catalog problem due corrupted files in your library.
Try to start the organizer while pressing the shift key. You should get a dialog offering to repair the catalog, use another one or start with a new empty one. What happens with a new catalog? Does it work for importing other files?
