Well there is one possible workaround. I have a Dell that can handle 3D and a Mid-2009 Macbook that cannot. Both using CC 2014.
So I activate the Flame/Frame/Tree filters on the Dell side, then I go to Preferences > Sync Settings.
I upload my settings on the Dell side, then I go to the Macbook with only 256 vram, and in to Photoshop CC 2014's Preferences > Sync Settings and click on Download.
Then all of a sudden, the Render filters are active even though 3D is not.
So if you can install your second activation on a capable computer, you might well be able to transfer to your non-3D Mac and activate the filters that way.
