Not common. That was one of the more used codecs in that era of video work ... tons of people exported that for DVD purposes, and a lot still do. Can't think of a thread where this one was missing. Over in your Media Encoder export box, under "Presets" ... what are you showing if you tick the little disclosure triangle for Blu-Ray/DVD options?
