A more visual way:
Double Click the Selection Tool (or Object > Transform > Move...)
Uncheck in the Options: Transform Objects
Check: Transform Patterns
Check the Preview box
Double Click a Horizontal or Vertical Value to select it.
Hold down or press the Up or Down Arrow keys to change the value while previewing.
